Setting more than 1 rule for license alerting

It possible to set up only 1 rule for license alerting (based on a number of licenses in use).

It will show an alert to a user as well as optionally send email to admins. However, it would be nice to be able to create more than 1 different alerting rules. Each rule would have its own setting for number of licenses in use and setting for action: whether to just show alert to a user, or just send email to admins, or both.

As an example, imagine a company having 7 licenses of some software. It would be useful for admins to set 2 rules:

1) when 7th license is open (which is the last one before Term): just admins should get emails;

2) when 8th and further licenses are open: user should get alert, and admins should get emails.
